This week, Connecticut, New Mexico and Virginia begin passing laws legalizing the use and possession of marijuana for adults 21 and older. Once the law passes, 145 million Americans – more than 40 percent of the country – will live in states where cannabis for adult use is allowed under state law.
Legalization has become a reality for nearly half of the U.S. population, according to NORML. As more and more jurisdictions adopt these common-sense regulatory measures, it is imperative that Congress end the delay and amend federal law to close this gap between state and federal legislation and respect the will of the voters in this growing number of states.
New Mexico’s cannabis legalization law goes into effect on Tuesday, the 29th. June, in force. Under the new law, which was approved by lawmakers in a special session in April 2021, adults can possess up to two ounces of cannabis and grow cannabis (up to six plants) for personal use. Retail sales of cannabis and cannabis products are expected to begin in the spring of 2022. Another law that makes it easier to get marijuana convictions expunged also takes effect Tuesday.
Connecticut’s marijuana legalization law goes into effect on Thursday, January 1. July, in force. Lawmakers approved the measure in a special session this month. Adults are allowed to possess personal use marijuana (1.5 ounces) and an equivalent amount of cannabis concentrates without penalty. It also facilitates the automatic review and expungement of minor marijuana convictions. Other provisions of the law allowing the commercial cultivation and retail sale of cannabis will take effect next year, while provisions allowing adults to grow cannabis at home in limited quantities will not take effect until 2023.
Virginia’s cannabis legalization law also goes into effect on January 1. July 2021 in effect. The Legislature approved the measure in April. Under the law, adults can possess up to one gram and grow up to four marijuana plants in their homes without penalty. Some provisions of the law regulating the commercial production and retail sale of cannabis will not take effect until January 1. January 2024.
A total of five states – Connecticut, New Jersey, New Mexico, New York and Virginia – have passed laws this year to legalize marijuana for adults. A New Jersey law allowing adults to possess up to six ounces of cannabis went into effect in February. New York’s cannabis legalization law, which allows adults to possess up to three ounces of cannabis, took effect in March.
